YouTube ライブ配信の規制強化に！
アメリカのYouTube社が、現地時間6月3日に公式ブログを更新。未成年者や家族を保護するための取り組み というタイトルで、新たな規制を実装すると発表。

YouTubeは今回の規制について、「私たちが注力している分野の中で最も重要なのは未成年者と家族の保護」とし、子供向けのYouTubeアプリ「YouTube Kids」を2015年（日本では2017年）にリリースしたこと、「YouTube」では、13歳未満のアカウントを発見次第停止しており、その数は毎週数千にのぼり、動画についても2019年第1四半期だけで、子供の安全に関するポリシー違反として80万本以上のビデオを削除
１、ライブ機能の制限強化
13歳未満の子どもによる、単独でのライブストリーミングを禁止。
成人以上の同伴者がいる場合にのみ、配信を認めるものとする。
このポリシーに準拠していないチャンネルは、
ストリーミング配信能力を失う可能性があるという。
また、これらに該当するチャンネル・動画については、
YouTube側が新たな機械学習装置を使って分別したものとする。
Restricting live features: We updated enforcement of our
live streaming policy to specifically disallow younger
minors from live streaming unless they are clearly
accompanied by an adult. Channels not in compliance
with this policy may lose their ability to live stream.
We also launched new classifiers (machine learning tools
that help us identify specific types of content) on our
live products to find and remove more of this content.
２、未成年者向けの動画へのコメントを無効にする
YouTubeは「コメントがYouTubeの中核をなすものである」と
いう認識を踏まえ、悪用のリスクを抑えるべく、
プラットフォーム全体で新たな分類機能を実装。
未成年者向けの数千万もの動画に対するコメントを
無効にしたことを発表した。
Disabling comments on videos
featuring minors: We disabled comments
on tens of millions of videos featuring
across the platform, to limit the risk of
exploitation. Additionally, we implemented a
classifier that helped us remove 2x the number
violative comments. We recognize that comments
are a core part of the YouTube experience and
creators have told us they feel we removed a
valuable way for them to connect with and grow
audiences. But we strongly believe this is an
important step to keeping young people safe on YouTube.
３、 ボーダーラインのコンテンツに関する「おすすめ」を減らす
今年の初めから、危険な状況にある未成年者向けのビデオを含めるように、
ボーダーラインのコンテンツ（利用規約に違反しているわけではないが、
それに近いグレーゾーンの動画）の推奨を制限することを中心に取り組みを
拡大しているYouTube。具体的には2019年初頭のアップデートで、
ボーダーラインのコンテンツに関する警告を出していたが、
このことについて「未成年者がオンラインまたはオフラインでの
搾取の危険にさらされている可能性がある」と、未成年者に向けては
さらにこれらの動画が与える影響を危惧し「おすすめ」欄への表示を控える
ように仕様を変更したそうだ。YouTubeでは、すでにこれらの変更を
数千万の動画に適用している。
Reducing recommendations:
We expanded our efforts from earlier
this year around limiting recommendations
of borderline content to include videos
featuring minors in risky situations.
While the content itself does not violate
our policies, we recognize the minors could
be at risk of online or offline exploitation.
We’ve already applied these changes to tens
of millions of videos across YouTube.
